Do not bother re-sizing images for your profile pic (Avatar). The-EN automatically scales down the image to the max width & height (150x200).

Uploading the image directly into EN will automatically convert it into JPG. So any animation on that image will no long be available.
That happens when you use these options:

In order to have a GIF image as your avatar, you must use the "Link to an off-site Avatar" option.
As shown here:



In other words, you must use a site like photobucket or something that accepts GIF, to upload your GIF image into. Unless you find it on the internet somewhere, then u can just use that URL to that image.
