No I don't have this apt, but the light cannon game can only be found by finding the glitches on the walls.
They're flashing on the walls when u enter the personal space. As soon as you see one, u walk right up to it and then proceed to find the following ones. There should be at least 3-5 flashing wall glitches to find, which unlocks the secret area behind the tank on the first floor.
Teleport through there and then it takes you to the Light Cannon game where you shoot the cubes. As soon as you get to level 5, you'll receive the 'ENCOM' shirt

I don't have this space razo, but yeah, just complete the game specified to lvl 5 and you should have it, check your rewards list.
